Armitage III is a 1994 animated SF/mystery OAV series,
set in the city of Saint Lowell, the capital of a future habitable
Mars (also known as Armitage III:
Poly-Matrix, in compliation-movie form. A 2002 sequel,
Armitage III: Dual Matrix, was set on Earth). The plot
involves a spate of murders, the victims of which all turn out to
be “Thirds”, highly advanced androids passing as humans.
The two detectives investigating the case (one of them a Third
herself) eventually
discover the murders are being quietly perpetrated by the Mars
government itself, for political reasons; Mars is in the midst of a
diplomatic rapprochment with Earth, whose government is ideologically
hostile to self-replicating machines, and eliminating the Thirds is
the price of a new treaty.
Near the end of the movie, the Chairwoman of the Earth
Federation arrives on Mars for a state visit, during which setpiece the
flags of the two entities are repeatedly shown.

The Mars flag is a horizontal tricolor of green, white and orange-red,
with — in the white stripe — a tree cradling a red sphere among its
branches, presumably the planet?

The Earth flag is a UN knockoff, with some
modifications: the Earth is inclined ~30 degrees from the ecliptic and shows
only one hemisphere, centered on the Pacific Ocean. The moon is also present,
and five stars are nestled in the wreath.
